Public and Private in Symbiosis: A Partnership with Vision

District Central is a thriving business district in the heart of the Ahuntsic-Cartierville borough. As a Société de développement commercial (SDC District Central), it serves as the voice for some 2,100 companies united by a shared mission: to develop a sector with immense economic, urban, and human potential. At the helm, Hélène Veilleux employs a collaborative leadership style, uniting complex ecosystems around powerful collective visions.
"District Central acts as a catalyst for this mission, which unfolds in several ways—notably through an innovative mobilization model between public and private partners that we are particularly proud of," explains the SDC’s Executive Director. The focus is on close collaboration between the private sector (property owners, businesses, and investors) and the public sector (the Government of Quebec, the City of Montreal, and the Ahuntsic-Cartierville borough) to bring large-scale projects to life and boost the neighborhood’s appeal. The SDC brainstorms ideas alongside its members and local businesses, ensuring the right partnerships and funding are secured to make them feasible. To keep initiatives aligned with member needs, several specialized committees have been established. In an industrial hub like District Central, recruitment and talent retention are naturally top priorities. "Businesses wanted to create common spaces where their employees could connect," says Veilleux. "That’s where the planning committee stepped in, and the synergy between stakeholders led to tangible results."
Over the last few years, the landscape of District Central has been redefined by projects that do more than just boost the area’s energy and appeal—they build a deep sense of belonging. La Prairie Louvain, an 18,000-square-foot flower field planted in the heart of the district three years ago, is a striking example of how urban planning and human connection can thrive together. Meanwhile, the "urban interstices"—two new green spaces developed in collaboration with property owners—are set to become favorite retreats for local workers.
Art also plays a key role: Infinities is the result of a partnership between a property owner and a local artist, transforming the site enclosure of the future ANIMA residential complex into a 120-foot-long mural. This is just one of many murals and artistic interventions adding color to the neighborhood. Beyond these visual shifts, several foundational projects are emerging, such as a dedicated communication platform to foster B2B collaboration and mutual aid networks designed to promote a circular economy.
Bringing these initiatives to life requires significant mediation and consensus-building. Balancing the needs of various stakeholders while pooling resources remains a complex challenge.
"With so many public and private partners at the table, everyone must be willing to compromise for the sake of the global vision," says Veilleux. "Openness and sincere listening must guide the conversation. That is what distinguishes a project that simply meets a specific need from one that also mobilizes a community around the idea of 'living together.' The success of the team-driven initiatives we’ve realized so far proves we know how to walk that path. It’s a success we should keep at the forefront of our minds."
