From Private Land to Collective Projects
The strategy of the District Central Business Development Corporation (SDC) is to bring the private and public sectors together and thus increase important initiatives and projects in the Ahuntsic-Cartierville borough. It has done so through various programs in the past and is now leveraging the Fonds signature métropole (FSM), a Government of Quebec initiative designed to stimulate economic, cultural and social activity in the metropolitan region. ln practical terms, the SDC encourages companies to transform their private spaces into collective projects, building on that momentum to secure public investment and thus get several inspiring and replicable projects underway.
A Green Oasis
A welcoming space designed to reintroduce biodiversity, featuring inviting street furniture and shaded areas for breaks and informal gatherings - that is what the Ruelle L'Oasis offers, inaugurated last fall between the HS Buildings at 333 and 433 Chabanel Street West.
"We want workers in the area to feel good, to want to stay and come back," said Howard Szalavetz, owner of HS Properties, who had long envisioned enhancing a small rest area. "It was important for us to create a gathering space open to everyone."
"He's been talking to us about this project since 2020,"noted Hélène Veilleux, Executive Director of the SDC District Central. "The idea was there, but it remained just that – an intention. With our Signature Intervention Plan and the FSM, the idea took concrete shape and became a motivating project. Through trust and dialogue, we were able to bring this laneway to life in short order."
A similar process look place with Le Lopin, located on land owned by the tool rental company Simplex. "We identified an underused space," explained Mme Veilleux. "When we met with co-owner Célestine Véronneau, we realized she shared the same vision. We had common values, and she wanted to improve workers' quality of life while making a socially responsible contribution. The FSM acted as an accelerator."
This community garden project, inspired by the area's agricultural past and its agri-food sector, is set to be completed this spring. It will include street furniture built in part from "reclaimed scaffolding legs and items from our tool inventory, giving them a second life," said Marc-André Saucier, Director of Property Management at Simplex.
Turning Ideas into Action
Le Lopin and the Ruelle L'Oasis laneway illustrate how the SOC brings together private and public stakeholders. It creates opportunities - it does not wait for them.
Following discussions, these sites (and others currently in development) were integrated into the Signature Intervention Plan, published by the SDC in 2023. The organization convinced private partners to invest in the projects, then secured financial support from the FSM, obtaining $1 million over three years.
Subsequently, other companies joined the initiative. For example, lnnotex, a manufacturer of protective clothing and equipment located at 333 Chabanel Street, became a partner in the Ruelle L'Oasis project.
More Projects in 2026
And the work is far from over. Marc-André Carignan, project manager for the SDC's Signature Developments, is currently coordinating upcoming projects for 2026. One has just been confirmed with outerwear company Sly & Co and the Battat Art Centre (CAB), to develop a laneway accessible from Port Royal Street West. "We will create a biodiversity corridor with seating areas where small events can be held for local workers," he explained.
The SDC is also working on a project on St. Urbain Street, where three companies have been approached to redevelop an underused residual private space.
The ultimate goal is for these successes to extend beyond the immediate district. "The projects we have launched should serve as references, but above all as inspiration," Hélène Veilleux emphasized. "The Signature Intervention Plan becomes a guide for creating both public and private projects. It will help shape the direction of borough development in the years to come."
