Together Toward a Territorial Resilience Plan for District Central

The SDC District Central is embarking on a large-scale project to create its Territorial Resilience Plan for 2027–2030. As a recognized metropolitan innovation zone and a key economic driver for Montreal, our territory is at a crossroads, navigating a period of rapid change. From extreme weather to supply chain disruptions and economic instability, these challenges can affect everything from jobs and transit to local quality of life. Preparation is key. Our goal is to turn resilience into a competitive advantage for our businesses, employees, and stakeholders.

But what is territorial resilience? It is the capacity of a region to prepare for disruptions, weather shocks, and evolve—all while providing essential services. In District Central, resilience is more than just a safeguard; it is a driver of growth. We are working to bolster the economic strength of our hub, improve the daily lives of our workforce, and build a collective ability to adapt to the unknown and find new opportunities within it.

A Human and Collective Effort

To meet this challenge, the SDC District Central has chosen an approach rooted in dialogue, engagement, and action.

Hélène Veilleux, Executive Director of SDC District Central, notes that recent years have shown that territorial resilience begins with people and trust. "In a district as productive as District Central, it is our duty to listen and understand the real-world impacts of various interventions on operations, jobs, and mobility before moving forward," she says. "Entrepreneurs are already facing numerous challenges. It is essential that every action we take supports them, rather than weakening them."

She adds that the SDC’s working method is simple yet demanding: read the landscape, co-create, and then act to strengthen the ecosystem. "The Territorial Resilience Plan we are working on today must eventually reach beyond us, becoming a shared framework to guide public and private decisions for the long term," she hopes.

The neighborhood's diverse stakeholders are well-positioned to rise to the occasion, according to Gabriel Tupula, Chairman of the Board of SDC District Central and Founding President of Big Bang—a business management applications firm that has been based in the territory for over a decade.

"To face the shocks ahead, District Central can rely on its highly diverse business community," he says. "What truly makes the difference is our entire business ecosystem—collaborating, innovating, and sharing lessons learned so we can adapt quickly."

A Step-by-Step Approach

District Central is matching its ambitions with action by launching La Grande Fabrique de résilience territoriale.

It all begins with the Great Dialogue in March and April. During this phase, SDC District Central will conduct nearly 30 individual on-site interviews with businesses to get a pulse on logistical, economic, social, climate, and organizational challenges.

The SDC will also hold five workshops with businesses, property owners, community organizations, and socioeconomic partners to break down silos, cross-pollinate expertise, and identify strategic levers and concrete projects. In tandem, an online survey will help map out priorities and identify high-impact, "quick-win" actions.

To present the results, the Assises de La Grande Fabrique will be held in June, bringing together around fifty key stakeholders, including local businesses, district leaders, institutional partners, and elected officials.

Following the summit, the Manifeste de La Grande Fabrique will be drafted and published in the summer of 2026. This mobilizing policy document will outline the values guiding our decisions and orientations, while formalizing the commitments made during the summit. It will serve as a common reference point to inform both public and private investment choices.

The 2027–2030 Territorial Resilience Plan will then be finalized and adopted on October 20 during the SDC District Central Board of Directors meeting. This plan will pinpoint priority projects and define roles and responsibilities to move us from planning to action. For property owners and businesses, this translates to greater operational stability, better risk predictability, and a more attractive work environment—conditions that protect asset value and support talent retention.
